Drilling report yields violations, permits

BUTLER, MERCER COUNTY AREAS — Nine violations and more than a dozen permits for gas and oil drilling came out of a roundup of local records that detail drilling activities over the past month.

The following data includes reports from Butler, Lawrence, Mercer and Venango counties, and the information came from the Pennsylvania Department of Environmental Protection website at www.depweb.state.pa.us and SkyTruth.

SkyTruth, a nonprofit, gathers information from DEP records and issues free alerts to subscribers via email that list drilling activities and violations as well as "daily updates of environmentally significant incidents by geographical area."

DEP issued these violations in February in the four counties:

■ One in Butler County to XTO Energy Inc. on Feb. 18 for improper casing to protect fresh groundwater at a drill site in Forward Township.

■ Two in Mercer County:

An environmental, health and safety violation was issued to Stryker Energy LLC on Feb. 11 for failure to plug the well upon abandoning it at a drill site in West Salem Township.

An administrative violation was issued to Hilcorp Energy Co. on Feb. 6 for failure to notify DEP 24 hours prior to cementing casing strings, pressure testing of production casing, stimulation of well or plugging of an unconventional well at a drill site in Jefferson Township.

■ Six in Venango County:

An environmental, health and safety violation was issued to Sylvan Energy LLC on Feb. 3 for failure to plug the well upon abandoning it at a drill site in Clinton Township.

An environmental, health and safety violation was issued to Sylvan on Feb. 10 for failure to plug the well upon abandoning it at a drill site in Rockland Township.

An environmental, health and safety violation was issued to Vista Opr Inc. on Feb. 12 for failure to properly store, transport, process or dispose of a residual waste at a drill site in Richland Township.

An environmental, health and safety violation was issued to Vista on Feb. 20 for failure to properly store, transport, process or dispose of a residual waste at a drill site in Richland Township.

An administrative violation was issued to Daniel L. Heath on Feb. 27 for failure to submit an annual conventional well production report for a drill site in Barkeyville.

An administrative violation was issued to Cougar Energy Inc. on Feb. 19 for not having a plan developed/plan not on site for a drill site in Cranberry Township.

DEP issued these permits in February in the four counties:

■ In Mercer County, one gas permit was issued to Chevron Appalachia LLC in Jackson Township on the Bowser property.

■ Nine gas well permits in Butler County:

Two in Oakland Township to XTO on the Clouse property; three in Jackson Township to Re Gas Dev LLC on the Bell property; two in Forward Township to XTO on the Hixon property; one in Summit Township to XTO on the Dreher property; and one in Butler Township to XTO on the Hinch property.

■ Five permits in Lawrence County:

One gas permit in Neshannock Township to Hilcorp on the Neshannock LCED property; one gas permit in North Beaver Township to Shell Oil on the Kephart property; and three combined oil and gas permits in Pulaski Township to Hilcorp on the Mijavec property.

■ Four oil well permits in Venango County:

One in Cranberry Township to Catalyst Energy Inc. on the Deep Hollow property; two in Cranberry Township to NTS Energy LLC on the Erwin property; and one in Mineral Township to Sylvan on the McDowell property.

Also, drilling began at these sites over the past month:

■ In Butler County: the Hixon site in Forward Township run by XTO; the Ursa Major site in Oakland Township run by EM Energy PA LLC; the Shipley site in Connoquenessing Township run by Re Gas Dev; and the Ferree site in Middlesex Township run by Re Gas Dev.

■ In Lawrence County: the Ratvasky site and the Artman site, both in Pulaski Township and both run by Hilcorp.

■ In Venango County: the Deep Hollow site in Cranberry Township run by Catalyst; the Lower Reno site in Sugarcreek Township run by Petro Erie Inc.; the McCormick site in Richland Township run by Roilwell Inc.; the McFate site in Cornplanter Township run by WB Prod Mgmt Co.; the Trees R Us Inc. site in Sugarcreek Township run by Vista; the Speerstra site in Cranberry Township run by Cougar Energy; and the Eagle Rock site in President Township run by Vista. There were no records indicating new drilling had started in Mercer County during February.
