Ex-MIU4 chief charged with theft of $2,000

GROVE CITY — The former director of Midwestern Intermediate Unit IV, Grove City, created a computer file on her work computer that Grove City police believe shows that she knew she had wrongly used an agency credit card.

Cecelia H. Yauger, 56, of 46 W. Glenora Drive, Pine Township, charged by police with theft and access device fraud, called the computer file "Talking to God."

In it, she wrote, police said: "I used the card for the wrong reasons. I know it. I did it."

Other entries included "My bad decisions have finally buried me," and "I feel like a thief or criminal in hiding because I am."

Police said Yauger made more than $2,000 in purchases that were not linked to a legitimate work trip or were not supported by a receipt or a purchase order between Aug. 28, 2007, and April 30, 2013.

On March 19, Yauger wrote a memo to Midwestern's solicitor in which she said, "I am guilty of making poor decisions and choices when it comes to accounting for and engaging in work related expenditures," police said.

She also admitted there were items bought with the credit card that were personal and that she "fell into a bad practice of convenience."

Midwestern is a state agency that provides support and services to school districts in Mercer, Lawrence and Butler counties.

Yauger was placed on leave in March and resigned April 24 after allegations surfaced that she misused the credit card.

She was charged Friday, turned herself in and waived a preliminary hearing at her arraignment before District Judge D. Neil McEwen, Pine Township.

She will be arraigned in Mercer County Common Pleas Court on Nov. 12.
